Revenue in Spain's urban services sector nears €8.0 billion after growing 5% in 2025

Revenue at companies operating in the urban services sector, mainly including waste management and street cleaning, stood at €7.87 billion in 2025, representing year-over-year growth of 4.9%, thereby consolidating the positive trend of previous years.

Waste collection and transport remained the largest activity, at €2.6 billion and 33% of the market, followed by waste treatment and disposal, at €2.265 billion (28.8%). Street cleaning, in turn, reached €1.75 billion, while other services totalled €1.255 billion.

Madrid, 16 June 2026.- According to INFORMA's (Cesce's subsidiary) DBK Sectoral Observatory—a leading provider of business, financial, sectoral, and marketing information in Spain and Portugal—turnover generated by companies providing urban services reached €7.87 billion in 2025, up 4.9% from the previous fiscal year.
This favourable market performance was underpinned by rising demand for new services, as stronger public environmental policies led to new tenders by public administrators.
By segment, waste collection and transport consolidated its position as the main business area for companies in the sector, accounting for 33% of the total market, with revenue of €2.6 billion and growth of 6.1% from 2024.
Next came waste treatment and disposal, which generated revenue of €2.265 billion, equivalent to 28.8% of the total, after recording annual growth of 3.0%.
Street cleaning services generated revenue of €1.75 billion, up 6.1% and accounting for 22.2% of the total. Other services, which include services such as the maintenance of parks and gardens and beach cleaning, reached €1.255 billion, after growing 4.6%.
The sector comprises around 120 companies/groups of companies, with a high territorial concentration in Madrid, Catalonia and Andalusia, which account for about 70% of the total. Public bodies that directly manage the provision of the aforementioned urban services were also identified, as these services were not outsourced in such cases.
The sector shows a high degree of concentration, with large business groups holding the top market positions, with activities linked to the environment or water. The top five competitors accounted for 71.3% of turnover in 2025; the top ten, 80.1%.
